Taxpayers would pay for blood
The altruistic act of giving blood would be transformed into an indirect subsidy for state employees--costing taxpayers untold sums in overtime and lost productivity--under a bill that has resurfaced in the Legislature.
The bill would allow state employees to get paid for up to four hours while "donating" blood each year.
Who will do their jobs in their absence? Will co-workers, especially those working in prisons, psychiatric centers and other institutions, have to work overtime as a result?
Those questions are not answered by the sponsors' memo, which states: "Fiscal implications: to be determined."
New York State's budget gap for the fiscal year beginning April 1 is projected at more than $14 billion.
